It is a case of HUACA. Most pharmacies will not do it for tourists but some might. No way to know which ones until you enter and ask.

I reported on this thread that as a German citizen vaccinated in France I was allowed to get the German certificate of vaccination at a Berlin pharmacy, but this was before France started issuing QR Codes with the European standard. I suspect now the new French codes could be scanned into CovPass or Corona-Warn without the need to ask for a German certificate, but I haven’t tried. |
Anyone with access to the system can issue the certificate. Pharmacies only have the authorization to issue certificates for twice/single vaccinated and recovered with single booster vaccination. Doctors/GPs who are also vaccinating can issue recovered and the Pharmacy ones. They have to check the documents you present. there's no specific guidance where the vaccination took place, it just has to be one of the approved by the PEI.

France is now apparently issuing digital certs for tourists via email. And the QR codes are compatible across the EU.

Update and Tips on getting a EU Digital Certificate of Immunization using a CDC card:
It is possible to get the certs based upon the CDC certificates, but as many on this thread have observed, it's a hit and miss. One place that definitely issues this is the Apotheke at the Breuningerland Mall in Sindelfinger (just southwest of Stuttgart): https://www.coronaschnelltest-sindelfingen.de/faq/ As for those who want to have a better chance of getting the certificate, I would suggest visiting Apothekes in area where US Military Personnel and associated people live. Those places have Apothekes that issue using CDC cards. Cities like Stuttgart (Boeblingen/Sindelfingen), Ansbach, Garmisch, Kaiserslautern, and Wiesbaden (one train stop away from the Frankfurt Airport Train station) have US Military personnel. As for the digital apps, if you already have a German cell phone, then use CovPass or CoronaWarn apps. If you are using a non-German cell phone and don't wish to establish/change your account location to Germany, then use the Luca app. |
