I won't comment on the hotels because I haven't stayed at them but I would tend towards Gendarmenmarkt or the Adlon for location. Potsdamer Platz isn't that far away but isn't as nice in my view. The Gendarmenmarkt location has the benefit of being a nice walk down Under den Linden to the Brandenburger Tor and Pariser Platz, a similarly easy walk in the other direction to Museuminsel. It is also on the U2 line which I find to be the most useful train line in Berlin.
As for food, I'm not convinced that Berlin has a great splurge restaurant. Tim Raue is probably my pick of the big names. That said, I get just as much pleasure out of somewhere like Bandol Sur Mer which is far more casual but with very high level food.
