The Brandenburg Willy Brandt Airport was originally set to open in 2011; the opening has been postponed to October 2020.

Lots of interesting stuff here.
TBQH I would simply jump on the first available bus, whether it's X9 or TXL - the only one to avoid is 109 into town as it is very slow.
If on X9 either get off at Jungfernheide onto the S-Bahn (yellow/red) or continue through to Zoo if you have a chance of the RE (red) to SXF.
If the TXL bus is going first then get that and either get off at Beueslstrasse, (second stop) and onto the counterclockwise S-Bahn or continue through to Hauptbahnhof where you should have the chance of the RE to SXF via Ostbahnhof or the service via Südkreuz.
Agree that the unitiated should use the counter-clockwise S-Bahn 45, which also has some great views, like the old THF.
However you decide to do it, it's a "walk in the park" on public in Berlin!

Keep in mind that the passenger has just under 3 hours to get off of the plane at TXL and onto the plane at SXF. That really is cutting it close IMO. Particularly if needing to check-in at the counter at SXF. More so if the flight at TXL is using a remote stand and not a gate. Even though Hauptbahnhof may be a little intimidating for the first-time user, it is probably the safest bet; given that there are two separate DB train services from there to SXF. Which probably means 3 or 4 trains per hour. My only apprehension about using the TXL bus route is that it can get bogged down with local passengers between the Beusselstraße S-Bahn station and the Hauptbahnhof.

I will say I don't like the "Schadenfreude" element and comparisons to Greece etc. which you often see in these types of pieces. Like the U.S. - or any other big Western nation - hasn't seen its share of disastrous urban infrastructure projects with massive cost overruns and delays (the Big Dig says Hi)..

It will be able to serve 25 million passengers per year, about the same as BER, and is scheduled to open in 2022.
As said before, it wouldn't surprise me to see it open before BER.
But maybe BER can come up with some fancy software that will make it pass all the tests...
