Flew yesterday got first time in a while group 1 is for paid bags. Note they say no carry on you are allowed to bring on a small bag that fits under your seat

IIRC group 1 is supposed to be for people who paid for carry-ons and get 1 carry on and 1 personal item. Are you saying they told you otherwise?
