Frontier's Baggage Rules are pretty plainly laid out on their website here:

Short answer: IF YOU PAY ONLINE WHEN BOOKING THE FLIGHT it is $30 for each checked bag and $35 for each carry-on bag. You are allowed one free personal item which must fit under the seat in front of you (like a purse, laptop case, briefcase or small backpack).
If you purchase your bags after your purchase the flight but more than 24 hours before check in it is $38 per checked bag and $38 per carry-on bag.
If you do not purchase your bags in advance, the prices are more expensive at the airport. So be sure to purchase online more than 24 hours before your departure or you will be paying $45 per bag.
