bulkhead question

I paid my $20 to upgrade to stretch, and got my seat (NOT BULKHEAD, which I detest). Got on the plane, and my seat was taken by a young child. I approached the FA with my boarding pass, and she said I had to sit in the bulkhead row instead. That I child can't sit there. Why not? When my kids were smaller, I always tried for bulkhead. Is there a new rule?

If it helps, the child had a harness thing, not a car seat. Also, the child was not an infant, maybe 2-3 years old. Mom and dad were supposed to all be Bulkhead with child. Instead, myself and my 2 seat companions were all moved to their seats while they got our seats. Since I was non-status, needed no extra time boarding, had no small child with me, and was sitting in the front, I was one of the last allowed to board. I had no choice but to put my purse/laptop case/medication in an overhead bin mid-plane.

This was a 319 or 320 (I forget). The bulkhead was not an exit row. WHY did I have to be moved? If it was necessary, it was necessary. I just need to understand.

All new A320's arriving into the fleet are equipped with bulkhead airbags. No children may be seated in this row if so equipped.
