CompuServe has always been my choice for international travel. And they, of course, have local dial-in in Paris. I haven't looked at pricing lately, but $9.95 probably gets you about 5 or so hours. $21 for 100 hours? I'm not sure. Check out their websites:

There are also many internet cafes around the city that are VERY cheap! Around $2 for 30 minutes. You may want to try them as well.
