I think the "cut off date" for that is somewhere in the 1.5 / 2 weeks prior to the end of your tracking period.

Bear in mind that if you will be awarded upgrade vouchers which will expire in near future, you can use them for flights which will depart after expiry date. For example my tracking period ends end of June and I have used vouchers for flights due in August. Beginning next tracking period I will receive a new set of vouchers.

A friend of mine was informed by AY CS that the cut-off-date is one week before the end of the tracking period.
