Certificates not usable on third-party bookings?

Has anyone experienced this before? I booked on Orbitz (for cashback!) for the first time and they are saying I can't use a certificate. The T&C aren't clear but I paid the same rate...

"Certificates are not eligible for redemption on travel-industry rates, airline crew rates, travel agent rates,tour group escort stays, packages and promotions."

I read this to say "travel agent rates" as in special low-cost rates for agents, not rates booked through TAs. I've used AMEX before with no issue!

I have not had any issues using upgrade certs on third party bookings having booked on expedia and also through Air Canada vacations as a packaged flight + hotel deal
