Can BR really get a SQ award ticket?

Can BR really get a SQ award ticket?
I find BR has the route option by SQ on Business award ticket, but all of them are in waitlist...BR usually has fewer route options than what I can find on SQ, and if SQ is in WL, BR is also in WL. If SQ has availability, BR does not have the route option. Surprisingly, AS only show SQ when there is availability, and do not have the WL option.
