Note there is no BR lounge at LHR. Only *A partner lounges.
PE alone doesn't qualify for lounge access (not even at BR's own lounges). An FFP status granting *G would get you access to the appropriate *A partner lounge.

Side question, which lounge does EVA use for C passengers at Heathrow? Is it UA?

IIRC I read on some blogs that the default is AC, but RL pax should be admitted into any *A business class lounge as per the alliance rules. Also, RL should be admitted into Polaris when it opens.

Both AC and SQ lounge are available - SQ lounge is often much more crowded. I prefer to have a sit down dinner at one of the restaurants (e.g. the Perfectionist) before taking the long walk over to the gate area ...
