Covid 19's effect on regional (TER) trains in France?

Covid 19's effect on regional (TER) trains in France?

I may... or may not... be heading to France in September to see the rescheduled Tour de France. My son and I use the regional train system to expand our reach, staying in one place (Grenoble this year) and using the train to take us close enough to a stage to ride our bikes the rest of the way to see the race. So far the schedules I see look like things are running almost normal, but is that really true? And are the trains running largely empty, as they are here in the United States? Our local train on the San Francisco Peninsula is lucky to see 10 passengers/car, sometimes just a couple.

And yes, I'm fully aware that France might still not be letting in Americans in September.

I took some trains in France two weeks ago in Ile de France. Schedule was a little bit reduced but close to normal, attendance was also near normal.
