There actually were some options akin to that considered at the time (which would still give Bosnia sovereignty over their territory), but it was heavily opposed by the Bosnian side - just like the bridge that was built nevertheless (because it never actually crosses into Bosnian territory, "just" shrinks their access to international waters, as per their narrative).
It was 20 years ago that I did that journey. As I recall, the checks were not there back then. In any case it is still a great drive whether you take the new bridge or pass through Bosnia.

Our trip would be in mid to late August - I assume the crowds will be crazy, but if anyone has suggestions for quieter areas in the region that would be interesting, it would be nice also.
The drive is great and beautiful. As far as I know, most/all Croatian car rental agencies allow taking the car through Bosnia but you better check the contract terms of course. Although you no longer need to get into Bosnia to get to DBV, Mostar and its surroundings (Blagaj, Pocitelj, Kravica) are well worth the detour.

The whole coast is full of tourists but our impression is that the islands are less crowded than the mainland (except perhaps Hvar). From Split to Makarska will be super crowded, especially around Omis which is pretty but has been known to have big traffic jams during the summer (not sure how they are doing on the bypass tunnels/bridge construction). The Peljesac peninsula west of the bridge has many quiet areas. Korcula Island too (and its gorgeous), as I would assume the Elaphite Islands around Dubrovnik and the Konavle region south of Dubrovnik.
