Schenghen Visa docs

I need to apply for a schenghen visa for my daughter but I'm a bit confused by the document requirements

Are you underage? Please submit following documents:

Notary Certificate (legalized by Ministry for Foreign Affairs) of family relation between the minor and his/her parents or proof of guardianship and a copy thereof.

If travelling with one parent or legal guardian:
Notary certificate (legalized by Ministry for Foreign Affairs) of signed permission to travel from the non-travelling party and a copy thereof.

Has anyone had experience of this? Do I just need to take birth certificate and letter of consent from non travelling parent along to the MFA and they will give me a certificate?

We last got her a visa at the end of 2015 and I'm sure we didn't have to do this. Is it a new requirement in the last 18 months?

The thread is being moved to the Europe forum for input by other members with experience of obtaining Schengen visas.
