Not specifically Arab culture as a lot of the agents in AUH are other expat nationalities. There is a lack of empowerment to make sensible decisions, so instead policies are followed blindly and the easy answer is often no we can't do anything for fear of "doing something wrong".

You see it in other industries across the Middle East.

"Can I have regular fries instead of sweet potato fries with that?"
"Sorry, no it comes with sweet potato fries"
