Why doesnt EK increase canadian traffic using this strategy ?

Why doesnt EK increase canadian traffic using this strategy ?
I was reading the article below, which talks about how Buffalo Airport is benefiting from the extremely higher airfares in canada due to the protectionist Ottawa government.
What struck me, and as I used to live in Buffalo and frequently drove upto to Toronto, is the viability of Emirates, who have gotten nowhere so far in getting more landing rights in Canada, of flying into the bordering airports with Canada to feed traffic.
EK can help airports on the northern borders of US expand facilities, and gain landing rights to those airports, then offer free bus or coach transfers from major Canadian cities (as part of a purchased EK ticket) . This is something Ek and EY are both doing in the UAE today
just a strategy thought.
