I presume that you have to clear immigration, collect luggage and clear customs at BKK, then check in with the domestic airline.
Doesn't sound at all likely that you will mange all of that in under an hour (preumably this is actually 30 -40 mins if you have to present luggage at PG check-in).
If luggage can be checked through to USM from DXB it might just be manageable....

You can clear customs in USM. It's very simple when you land follow signs for transfer to Phuket, Koh Samui etc. It will be a rush but you will do so long as there are no delays. No need to collect baggage in bkk
