Excess baggage fee stopover in DXB
I am moving back to Texas from Jakarta and figured I would try EK for the first time. I have 5 large bags+ golf clubs. I paid the excess fee on-line in Jakarta for 2 bags. I arrived Monday @ 1155AM from Jakarta and departing today in F to IAH.
To my surprise checking in today EK once again charged me for 2 extra bags. The thing is last night under "manage my reservations" I looked at the box to add baggage and I could not. So I figured it was a one-time charge. The agent made a phone call and said "sorry have to charge you again". Needless to say after paying $6100 for a one-way F ticket I am not impressed. I have done the same on Cathay and SQ never been charged for a few day layover.
If this is indeed EK policy, great way to drive away paid F.

This is standard for any airline
When checking in excess baggage, fees are calculated based on the journey being undertaken at the time
Since you were stopping over in Dubai , you were originally charged excess fees based on Texas-Dubai . When checking in at Dubai, you were charged Dubai-Jakata
If you had had no stopover, then you would have been charged the excess fees for Texas-Jakarta
Cathay would work in exactly the same way; if you have not been charged, that is an exception to the rules
When you purchased the ticket , you were provided with a baggage allowance; being in 1st class , you received the 1st class allowance; that you went over that allowance, then need to be prepared to pay the excess fees
