The only seats with enough floor space where you can store standard "21 inch" carry ons on the floor are the suites on the B777 and A380's.

I am doubtful you would be able to stow a small back pack under a Y seat, let alone a 21", even if it's a bulkhead row.

Row 26 seats are bulkhead on the B77L. . Cabin crew will happily tell you off and ask you to store it up in the overhead bins as the floor space needs to be kept clear (enforced during take off/landing).

If it's a bulkhead seat there is no seat in front of you to store luggage under. You cannot store it under your own seat as that space is for the person in the row behind you.

What is an overhead bulk seat? And yes, like others have pointed out, no floor storage. Get an emergency exit seat and you can have it in the floor in front of your seat during cruise.

Hmm, according to seat guru, Boeing 777-200 LR seat 26g does not state not having floor storage space.

No, but it shows it as an exit row seat. By default hese have no floor storage space for take off and landing, as access to emergency exits would be hampered.

If you are still looking for ways to get excess weight hand luggage per your other thread, you have been given your options there.
