Checked baggage rules - clarification

My nephew is travelling economy from New York to India, overnighting in Dubai. He is allowed two checked bags. Can he check in just one bag from New York, and then, when he overnights in Dubai, do some shopping, and check in a second bag from Dubai airport to his final destination. He is travelling Emirates all the way. Is that permitted without paying extra? I should be grateful for any information as to the same.

Yes, that'll be fine. 2 bags allowed on the whole itinerary even if there were a stopover in Dubai.
