EU261

Is an Emirates flight from DXB - MAN covered by the EU261 regulations, with regards to cancellations and compensation?

It wouldn't be given that EK is domiciled in the UAE and is not part of the EU. The regulation you refer to only applies to members of the European Union.

If it was a MAN-DXB (EU->Non EU) would the rules apply? Looking at the FAQ, it should: http://ec.europa.eu/ireland/contact_...l/index_en.htm

"The Regulation (Article 3.1) applies to all passengers departing from an airport in a Member State and to all passengers departing from an airport in a country outside the EU to an airport in the EU where the operating air carrier is a Community air carrier. "

I parse that as all airlines departing from an EU airport, or any EU airline arriving into an EU airport from a non-EU airport. Is that correct?

Yes.

Yes.

The OPs flight is not covered as the flight is neither departing from an EU airport nor is EK an EU airline.
