Even within these classes there are inner fares, and each fare has it's own rules regarding cancellations and changing. Call LY and ask what's your fare and what's the cancellation policy. However, usually the penalty is:
Total Economy - unchangeable.
semi flex Economy - between 50$ and 100$.
flex economy - free of charge.
semi flex business (W fare) - between 100$ to 200$
flex business (Z, D fares) - between 50$ to 150$
flex business (I, C fares) - free of charge
first class (A fare) - between 100$ to 200$
first class (F fare) - free of charge

LY's T&C for cancelation/change fees are extremely confusing and to be honest calling them up is indeed the only way to be sure.
I was looking at a one way TLV-LHR the other day and was offered S class.
When looking at the ticket terms online it was almost impossible to understand what the penalties (if any) were for changes cancelations.
Only thing that was clear was that there was a $150 charge for no show.
Unlike most other airlines LY seem to have penalties even for the most flexible tickets.

S, Y changeable without payment (you might need to pay differences
from S to Y, If S doesnt exist on the flight you wish to change to).
If you are a COMM account there are good odds you wont pay for Q changes.
J Class (Bonus) changeable without payment).
Business:
D, I, C changeable without payment, on W & Z you will need to pay.
X Class (Bonus) changeable without payment.
If you take a mixed ticket, For example W & I, Even if you change only the I
you will need to pay... The "law" say the lowest segment is the one that set
changeable price.

i've checked T and also L (even lower than T) and it can be changed for a fee.
also - bonus tickets are charged for changes after ticketing. maybe some of this is not fully enforced, but it's clearly stated that way on elal's website
http://www.elal.co.il/ELAL/Hebrew/Ma...nusVoucher.htm
after you select the flights you can press a link to see the fees.

"For a Fee" is very large thing... If T cost you 399$ and changing will cost you 599$ (like buying a new ticket), Yes... you can change it for a fee...
As far as i know T is not changeable, you need to buy a new ticket.
As for J, I am flying few times a year in J, I take J (from my points) to friends, We change the dates as much as we want, never paid a dime on this.
I do see the web site, but from personal expirence, Never paid on J/X changes.

changing L class to LHR is 150$. L is lower than T.
changing T to JFK can cost 170 or 220 (dont remember), so it's hardly paying 599$ to change a 399$ ticket.
+ of course the diff between classes
maybe you dont pay for changes to J/X tickets because you're a tpl

i knew that you will have something smart to say as well!
This why i mentioned i take J to my friends, which mean on the ticket they have which is under them name, nothing is related to TPL... and they still
didnt charged for changing....
Which obviously make it as buying a ticket in many scenarios.
"במידה וניתן לשנות, עלות השינוי הינה הגבוהה ביותר עבור כל סוגי התעריפים בהתאם לחוקי הכרטיס. "
As far as i know O=G and L=T, But seriously althought i am providing here this information and i can say i changed tickets dates once or twice in my life (some people like my wife will say per flight) the best will be calling EL-AL per need, They are sometimes nice people...
