I usually let the person behind me get infront so that I can complete my call. If the call is important enough but I have had people complain that I butted infront of them when I let someone pass. You can't win.

Actually, if the call is THAT important, my view is that the proper thing to do is to get out of line and finish the call outside the line (or better yet, outside the shop) and come back in, and get back into line at the end, when one is off the phone.
