I'll elaborate on some of the food places here:
1) CoffeeBar http://www.rest.co.il/sites/Default.asp?txtRestID=2307
don't let the name fool you, its a great dining experience. I've never had anything that wasn't delicious there. on Yad Charotzim
2) Kimmel http://www.rest.co.il/sites/Default.asp?txtRestID=1325, on hashachar, near shalom meir tower. (I highly recommend the business lunches here)
3) Brasserie (on kikar rabin) french bistro, its open 24/7.
4) Pastis on Rothchild, french/mediterannean.
5) Agadir - great hamburgers (nahalat binyamin)
6) Big Mama - italian (nahalt binyamin)
7) Carmela - rustic continental (nahalat binyamin)
8) Felafel Hakosam - Felafel, schnitzel and shwarma (king george and schlomo hamelech).
9) Dabush - schwarma (kikar rabin)
10) Yakimono - sushi, rothchild
11) Giraffe - thai (Ibn Gvirol)
12) Batya - eastern european (Dizengoff) http://www.rest.co.il/sites/Default.asp?txtRestID=1966
13) Papagayo - churrasca, there's one at Azrieli.
14) 2C - not recommended for the food, but the view is really cool, http://www.2-c.co.il/ on top of Azrieli.
When dining around, you should try out the local wines: Castel, Flam, Amphorae, Yiron (Dovster's vineyard), Saslove, Margalit are the better ones.
EspressoBar, Aroma, Ilan's and Arcaffe are good cafes.
You should also try Milky and choco sakit, which you can get at any grocery store/AM:PM.

Here are some more places:
1) Max Brenner chocolates (coffee and desserts) - Rotchild st and the old harbour area.
2) Dita (meats and other great stuff) -next to Max Brenner on Rotchild st.
3) Dixie grill bar (meats - open 24/7) - Tozeret Haaretz st, not far from Azrieli center.
4) Thai house (thai ...) - Corner of Bugrashov and Ben Yehuda (walking distace to most hotels).
5) Restaurant at the chinese grocery store (no real name but a great nonexpensive chinese restaurant) - Hakovshim st next to Carmelit bus station.
6) Hazaken Vehayam - great inexpensive fish restaurant - Jaffa.
Papagaio at Azrieli is Kosher and therefore closed most of the weekend. There is a non-Kosher one on Haarbaa st.
You should also try pizza at Agvania (tomato) - they have 5 locations in the city and are Kosher so they are closed from Friday afternoon to Sat evening.
