Sometimes they are, sometimes not. If you're a regular, you should be able to tell. If you're trying out a new restaurant, who knows.

I remember at an IHOP, the daily special was a scramble with potatoes, onions, ham, peppers, bacon, etc., that you knew had to be the previous day's leftover ingredients thrown into a single dish and calling it the "special."
