Weird experience at sdq

I have no idea for your case, but I will say that when I've flown JFK-SDQ I was often the only native English speaker on the flight; no worries at all, and no problems.
Coming back to the USA, though, I always get the same bewildered looks when I say I was in SDQ (not the beach) for tourism and not for business. "You didn't go for a family thing, or a wedding?" No.... "You're sure there wasn't a wedding or something?"
Hmmmmm..... apparently there are few traditional tourists to SDQ vs PUJ etc.
Always weird.

SDQ is OK for a quick trip
Airport is small and easy to navigate. Local "taxi mafia" provides an expensive and safe fixed price ride to and from the airport.

From someone who has frequented numerous airports across the Caribbean, I can say that customer service is generally just lousy in this region, and this is by no means Delta specific.

I flew SDQ-ATL a few years ago. Waiting to board I could see that the GA was looking at me with an anxious look on his face. He finally came up to me and asked to see my BP. Satisfied with what he saw he walked away without explaining what the issue was. Looking out the window I saw the UA flight departing and it occurred to me that I had my Yellow UA 1K bag handle on my carry on. During boarding I asked if he thought I was supposed to be on the UA he shook his head yes.

SDQ is horrible when it comes to CS and I have grown acustom to it. I set my standards low and when they perform their duties as they should I get excited and Happy.
I'm just curious as to why I was met at the gate with two employees holding a sign with my name and not being told why. I kind of want to email Delta to ask, but I don't know what to ask.

I don't know whether this is still done or to what extent, but in the past airlines would mark tickets or accounts as "mishandled passenger" so that employees would know to try to do something special for that customer. It wouldn't surprise me if airlines were also doing something like this now for HVCs who haven't flown in a long time.
