Confusing statements about Economy Comfort

On this page, in the ELIGIBLE FOR A FREE UPGRADE box, it states:

All Diamond and Platinum Medallions and customers purchasing a Y, B, or M fare class ticket can select an Economy Comfort seat at no charge. Gold and Silver Medallions are eligible for discounted prices or free seats based on flights and time of selection.
On this page, in the Discounts for Delta Customers box, it states:

FREE for Diamond/ Platinum/ Gold Medallion, and Y, B & M fares

50% OFF for Silver Medallion or free for Silver Medallion within the check-in window

The first statement applies to international flights and the second is for domestic flights.

It doesn't say that, how can you tell one is international and one is domestic?

The second one comes from the column headed "Flights within the US and to/from Canada, Mexico, Central America and the Caribbean". The column next to it is for all other DL flights and specifies the GM discount rate. The first thing you quoted contains the sentence "Gold and Silver Medallions are eligible for discounted prices or free seats based on flights and time of selection." That's a short way of saying that for GMs, it depends on what type of flight it is whether the EC selection is free or not.

The M thing is kind of funny to have to create a separate category.

Still confused but I don't care because I am Diamond but the second link comes from clicking Learn More link on the first page (link).

It's perfectly consistent and sensible. The first thing is a small blurb. It says that PMs and DMs always get EC for free and that there are situations where GMs and FOs can as well. The learn more link gives you the additional details.
