Premium Seats open T-24 hrs right?

Premium Seats open T-24 hrs right?
A friend who is not a medallion is on a flight HKG-DTW which is now within T-24. She is currently in a middle seat on a very full flight. She has an infant in arms so just in case she can't get the bassinet row I want to help her get an aisle.
EF shows a premium (NOT EC) seat open, but on DL.com it's not available. I thought these seats were supposed to open 24 hours prior to departure? I called DL but they also show the seat as blocked and say they are unable to help.
What's my best strategy for getting this seat? Anything I can tell DL on the phone to get them to assign it for her?

I think it was reported to have changed to T-2 so that Medallions who SDC at T-3 could still have access to those seats, but, have they gone to T-2 for int'l as well?

I thought premium seats opened up at t-2 so medallions who SDC and bought same day flights still had a shot at them first.

44F is available but they say that's an exit row. It's center bulkhead. An infant in arms can't sit there? I seem to recall many having sat there before when I was in 44C or 44G.

If it's an exit row, an infant can't sit there. I think you have to be 15 to sit in an exit row.
