Don't think there's a standard fare restriction. I'm seeing a buy-up for upcoming flights that were purchased a while ago on X/V fares.

Didn't realize these buy-ups wouldn't provide the COS bonus. That's a big strike against in my book, especially if the difference to just taking the upsell or PWM upgrade at time-of-booking is minimal.

Actually I was wrong about MQM/RDM bonus. I misread the fine print and it says you should get the bonus. i guess it all comes down to the fare rules of the new ticket. I bolded some key points in the T&Cs I posted earlier.

Also of note, they mention MQD so I am guessing that the paid upgrade would count towards MQDs?

Looks like I also misread it in haste. Good to know, and I also would assume it accrues MQDs. If I purchase EC seats and that counts, why not this?

Hopefully Mrs. Lee doesn't decide to start checking our reservations online. If so I'm going to start getting asked why we didn't buy up to F for 1.5 hr flights...

I just checked all nine of my currently booked trips with fares ranging from K to V. Five had upgrade to EC offers (I'm in EC for every segment that isn't on a CRJ-200). Three had no offers. A one-way X fare trip that cost $124 had an offer to upgrade for $438. Both segments of that trip are under 600 miles.

I'm Being Offered to Buy Up to First On my Reservation
 
This is a first, I have no Delta status and I'm used to checking my reservation and seeing a chance to buy up to Economy Comfort, but not to First. I took a screenshot:

Obviously I'm not going to pay that amount for a flight of this length but I don't like it, it feels very United-y.

I had posted upthread about being offered a $273 buy up on a $244 X Fare (LGA-MSY) which I ignored as a waste of money.

I got my UG today at the window (the flight is on 6/18).

Flight this weekend with Mrs. Lee. DL.com had been offering me a buy up for oveer $300 each.

Got our medallion upgrades (yes, a non-status companion UG at the window) this evening. I was thinking we might get lucky when the flight was still F9+ after the GM window.
