FlyingBlue accounts are free and require no mileage balance for award searches. Look for Classic awards. This is very handy for one looking to depart from a U.S. AF or KL gateway. Then search by schedule on delta.com to book online.
One can use ExpertFlyer or Flying Blue to find Business award seats SEA-CDG-PSA as sought by the OP - but perhaps not for the OP's specific date and passenger count.

I have found that it really depends on the route with respect to when AF releases award availability. For example on their DTW - CDG flights they seem to open up availability about three months out. However on their IAD, ORD, JFK - CDG routes they seem to open availability much further out, maybe 10 or 11 months in advance.
