What is the priority within each status level if two travelers have the same fare class?

First is if one has the Delta AmEx Reserve card.

Second is time of upgrade request (which tends to be when you were ticketed to be on that flight).

Pay with Miles tickets are eligible for upgrades and follow the same rules/restrictions as award tickets.

I pay with miles all the time when I'm flying ~1500 or less rt. I'd rather spend the cash where where I can earn 2x-3x the MQMs for the equivalent $.

I just flip back and forth between award and PWM to use the least amount of SM.
