Pay to transit Havana?

Just got my tourist card at the Cuban embassy in Moscow. I'm flying in 2 weeks to Mexico City via Havana first before eventually visiting Havana properly about 3 weeks later. The vice consul advised me that I needed two tourist cards...either bought there and then or the 2nd one in Panama (where I fly to Havana from as a connection from San Jose). Bear in mind I'm transiting in Havana for 3 hours.

is this normal?!

That actually explains a lot, although Wikipedia, as outdated it can be, even claims transit without anything is valid for up to 72 hours, which I would do in both directions as well, but, whatever.
