Ruby Princess cleared by inquiry

https://www.bbc.com/news/world-australia-53820585
Australian officials have admitted they failed to carry out mandatory health checks on board a cruise ship that became the source of one of the country's largest coronavirus clusters.

Andrew Metcalfe, the secretary for the Department of Agriculture, told the Senate Covid-19 committee on Tuesday that protocols had not been followed.

More than 2,650 people were allowed off the Ruby Princess without being tested.
This might be of some relief to the Ruby Princess crew it does not augur well for a return to cruising. The alternative to letting the crew and passengers off the boat would be a mandatory quarantine until all were tested and cleared. If the expectation is being kept on the ship until everyone is tested and cleared if there is even a suspected case on board who would take that risk?

Many people would. There are quick tests available - some Caribbean countries are using them on every incoming flight.

Unless the rapid test is used at your final port then it doesn't matter what testing is done at the stops and while rapid testing might provide rapid results administering the test to 4 thousand passengers and crew and awaiting results would be a time consuming process.

There's plenty of time on a cruise. Testing should happen every time people embark or debark.
