Does cash advance count as purchases for miles?

Does a cash advance count as meeting the minimum required spend to get a credit card bonus? I realize there will be 3% fee, but it is better to pay that than buy something you don't need...

Cash advances and balance transfers almost never provide miles. A good rule of thumb, unless you receive an offer explicitly stating that you will receive miles, assume that you will not on these types of transactions.
