Visa Interchange fee structure changing

Per Bloomberg, Visa is adjusting interchange fees across the board, including an increase in the card-not-present fee and a significant decrease in the grocery interchange fee. This seems like fallout from the Kroger battle, no?

I wouldn't call it fallout from Kroger on its own, but probably the rates that Visa was giving to large grocery chains already in side deals. So then, they are just formalizing these rates into their guide. I don't even know if there are any specific chains that would get these new rates (for those that are going down) who don't already get them.
However, if we remove the supermarket layer, it does seem rates are going up which might cause some merchants to change their card acceptance strategy.

I think we'll need to see more about what exactly the new rates are going to be before we can conclude for sure whether there'll be a higher chance of more hoops being needed (like surcharges or minimums). However, FWIW, I haven't really seen any Square merchants around here adopt minimums or surcharges in response to their recent increase.
