Is it possible to apply for credit card programs in Europe. ?
Hello,
I've resently discovered about the possibility to get free flight miles when applying for a credit card program. Now after some research, I think it is only possible for people in the United States.
Is there someone who can confirm this or maybe someone who can tell me how it works in Europe (Belgium)

If I lived in Belgium, I'd probably look into the Lufthansa Miles & More program and see if it had a branded credit card available.

I've visited friends in Europe several times since getting into this crazy game of credit cards. This summer I asked them what kinds of offers are available. My friends (Germans and Swiss) said there are sometimes smaller offers like a EUR100 bonus to open an account, but nothing like you'll see on these forums.
Of course the frequent flier programs themselves are available to you, but you'll have to rely on earning points the good ol' fashioned way(s).

In 2015 I stepped off a train in Zrich and I was excited to see an ad for a credit card! Turns out it was just advertising the fact that there's no annual fee

You do have opportunities in Europe but those opportunities, I think, are limited to airline programs (and their associated credit cards.) I don't think the banks participate in credit card points programs to the extent that they do in the US.
If I lived in Belgium, I'd probably look into the Lufthansa Miles & More program and see if it had a branded credit card available.

The big difference is they are usually less remunerative!
