Question about change of address when applying

When applying for a credit card, can I have the credit card sent to an address other than my residence? I am overseas a lot and my official residence is the home of an aunt who I would prefer not to bother receiving a lot of cards. I want to have new credit cards sent to a friend instead. So I have two questions:

1. Can I apply with the "old" address I have been using, but call or chat with an agent and have them send the card to a new address of my friend?

2. If I change my address on the application after updating my billing info for my various cards with the new address, what are the chances banks will ask for more verification? From what I have read Citi seems especially reluctant to just issue a card for a new address. So what is the best way to get a card at the new address while being instant approved for a new credit card with Citi or other banks?

Changing the shipping address of a CC immediately after approval could indicate fraud/identity theft. So I wouldn't risk it assuming it can even be done.

It would be much better to change addresses on all existing CCs now. After a month they should eventually report the new address. As long as the new address becomes the default address on credit reports it should pass most bank's identity verifications.
