What's with the debit cards without EMV chips in them?
Chase just issued me a new debit card. It arrived at my house yesterday, and STILL lacks an EMV chip.
Okay, so the only type of transaction I do with my debit card is withdraw cash from ATMs...and the liability shift for ATMs doesn't take place until October 2017 in the US, which happens to be 3 months after the expiration date of the NEW card Chase just issued me.
But what about when I go to other countries where the liability shift will take place sooner? What if I encounter an ATM that takes ONLY EMV cards?
Chase needs to wake up. Either get rid of the cash advance fee on my Sapphire Preferred, OR give me an ATM card that has an EMV chip. Oh, and stop charging 3% transaction fees on the debit cards -- it's annoying.
My USAA debit card only charges 1% foreign transaction fees, just the same that Visa and Mastercard charge USAA (they don't tack on another 2% just because). But like Chase, they also lack an EMV option in their debit cards, so they're dropping the ball too.

The main reason they lack EMV chips is because there is still no clear standard on EMV debit in the US. The US confuses things by having the signature networks and PIN based networks all on one card.
There aren't any EMV only ATMs right now anyway, it wouldn't really benefit the owner of the ATM.
