foreign transaction fees

I have read on UA Mileage Plus Chase Visa Signature website that foreign transaction fees were eliminated as of 2/2011.

I made a foreign transaction purchase (bought barcelona la sagrada familia tickets online in the US) and found that Chase charged a 3% fee. Emailed Chase and they removed the fee as a courtesy.

What is the official word on these fees? Seems contradictory.

I guess I will be using the Capital One card instead... Thanks.

I believe you will find that this change applies to one specific card, not to all Chase Mileage Plus cards.
