Authorized Users - Is it dead?

Even though I continue to get offers to add cards from all the issuers who maintain the cards in my portfolio, I am curious to know since in theory AU cards are supposed to no longer count towards your FICO score, if in fact this is true or just a rule which isn't being followed.
