Africa:
Morocco, Tanzania, Rwanda and Kenya - all now seem to be open but with a 72/96hr covid cert requirement
Seychelles - previously opened to vaccinated travelers in January, now open to all travelers; Visitors are required to present a negative PCR test taken 72 hours prior to departure, and visitors will still be required to adhere to other public health measures such as mask wearing, hand washing and social distancing. more info
Egypt - Must present negative COVID test taken within 96 hours prior to arrival - PAPER test results required, no digital copies accepted, 14-day quarantine only required if you test positive during stay. Restaurants at 50% capacity and masks required indoors and in public transportation. more info

Europe:
Belarus - negative COVID-19 test result. The PCR test must be done no later than three days before the border crossing date (this period includes the date of border crossing); 21 October: required to self-isolate for 10 days upon the arrival in Belarus. more info
Croatia - Entry for tourism is permitted only with documentary evidence of an accommodation paid in advance and in full, prior to arrival at the border. Tourists must have a negative PCR test result not older than 48 hours from the time of the swab to crossing the border; or vaccination certificate; or positive test confirming recovery from infection; or testing immediately upon arrival in the Croatia (at their own expense), with the obligation to stay in self-isolation until the arrival of a negative test result. more info
Greece - As of April 19, residents of the United States are now allowed to enter Greece. All travelers entering Greece are required to present a negative molecular test result (PCR test) for COVID-19, performed up to 72 hours before their entry to Greece.Fully vaccinated individuals who are residents of the U.S. may enter Greece without a PCR test if they present a vaccination certificate. The vaccination certificate must be in English, issued by a public authority, and demonstrate that vaccination was completed at least 14 days before arrival to Greece. Iceland - The Minister of Justice of Iceland has decided that the previously announced decision to exempt from travel restrictions those who can provide proof of vaccination or prior infection will take effect on 6 April. The change in regulation will allow travellers from non-Schengen countries, who meet the criteria, to travel to Iceland for non-essential reasons. Otherwise mandatory 5-6 day quarantine between 2 tests more info
Ireland - 14-day quarantine (self-isolation) on arrival
Malta - ok after 14-day quarantine in safe country (e.g. EU)
Moldova - entry allowed without quarantine etc if you hold vaccination certificate proof

Serbia - foreigners seeking to enter Serbia, U.S. citizens included, will need to provide a negative PCR test, not older than 48 hours more info
Slovenia - vaccinated adults or negative test within 48 hours can skip 10-days quarantine (children who accompany adults can also skip quarantine)

South America:

Chile - all travelers, including Chileans, foreign residents, accredited diplomats, and foreign tourists, must complete an obligatory 10-day quarantine upon their arrival to Chile. It will be politically untenable for Hawaii to require US citizens from the mainland to quarantine in a tiny hotel room for two weeks, while allowing travelers from other countries to enter with a COVID-clean test and mingle about. US citizens are barely accepting the inequity of treatment and enforcement between returning residents and travelers from the mainland. I'm actually stunned a career politician vocalized something like this at all, let alone during an election year. Unless Hawaii's looking to secede. (lol)
And in various parts of the EU/EEA, it’s also been the case that there are select foreigners who have had their visits less restricted than most citizens of the country hosting the select foreigners. So it’s apparently not untenable in other parts of the world too.
While it’s possible that some places outside the US may go with a different approach to restrictions based on from where in the US a person is coming, I suspect they will mostly default to doing nationality-based restrictions.

I don’t know for sure if/when things in the UK may change in such a way as to mess up such an itinerary on July 15th ..... even if the Schengen countries may deem an individual admissible for even transit purposes without isolation/quarantine restrictions. While I would guess that July 15th would probably be ok for many US-LHR-EU/EEA trips by US tourists, there is no guarantee yet that things will be close to normal by or before then and not possibly revert back to a more restrictive regime.

I mean it's not like some EU immigration people aren't going to be able to tell where you came from, even if your flights to the LHR and then from LHR to EU are by separately ticketed flights.
Just the fact that you present a US passport is going to lead them to say where was the origin of your trip, by which they would mean the US airport, not LHR.

Now the bigger question for me would be borders within Europe itself. If for instance Italy were to open but France were to not, I'm not sure they would have a lot of success with keeping people from crossing them given how un-secured EU borders are between countries.

It’s already been the case in many places across the US that select foreigners have been exempted from isolation/quarantine restrictions while most Americans in the same places have been subject to such restrictions. So apparently it’s not been completely untenable in March, April and May.

Just about wherever foreign diplomats, some foreign military personnel and select private sector companies’ foreign employees in the US have been assigned for work in recent months. FL and GA come to mind on all those grounds.

Those examples are completely different than the Hawaii Lt. Governor proposing to allow foreign tourists from Japan, New Zealand, and Australia, show proof of a negative Covid test to 'come play' and enjoy their vacations in Hawaii. While in parallel still requiring US mainland tourists to complete two weeks of quarantine in a government approved accommodation - before they're allowed to venture outside of their hotel room.

Remember when FL was trying to block out NYers earlier this year? Maybe US tourists wanting to go abroad will have better luck sooner with being in countries that are desperate banana republics and countries that don’t have de facto federalism in a democratic republic complicating matters.
