Copa Airlines Refuses to Issue a Refund

Greetings. I would appreciate any opinions or suggestions on this problem.
I bought a refundable Copa Air ticket online on December 27. I later had to cancel it on the same day and used their online refund request form. My reservation was cancelled but I received no refund notification.
Few days later, I call them and they tell me that I was refunded on December 31st. However, my credit card company never received such refund and they told me that they process refunds immediately without any delays. All of my refunds via my credit card company have always been easy.
It has now been over a month and still no refund. My credit card company did an internal inquiry and found no refunds for me.
I called Copa Airlines and they told me that there is nothing they can do. They said they issued the refund but refuse to provide any proof or do some inquiry to check if it actually was sent.
What are my options here? The ticket was $500 dollars but I do not want to gift this amount to the airline.
My credit card company says I cannot do a chargeback because I authorized the charge.

From what country was the ticket purchased? If you purchased in the U.S., I would suggest you complain to DOT (U.S. Dept. of Transportation).
