Difference between CO USA Elite program and CO India Program

my dad who is a CO Elite has an address in India as well. Is the CO Elite program for India residents better/worse than the US program ?

What are the differences?

Go for India.

200% RDM and EQM on any BF fare plus they might throw in a free PC membership as a gold.

on the website right now it only says this applies to transaltantic fares... anyone know if this extends to local US flights and other system flights such as South America and Pacific?

I mispoke; it only applies to transatlantic premium fares.
