One Ways or Refundable

One Ways or Refundable
My travel plans are pretty much always set, so I am looking for advice on whether it is better to get roundtrip refundable or one-ways due to unpredictable business events.
I will be going to Juarez in Mexico around 17/18 April returning 21/22 April. I will be flying WAS to ELP and then entering Mexico.
I have appointments at the consulate in CJ which should be completed by early afternoon Monday. but maybe late Monday. or sometime Tuesday. who knows...
so, do I buy roundtrip or one-ways? which of the KMNBOVU fare class should I buy and why? or buy online the day I want to return hoping a discount fare is available?
from my novice search abilities it seems the difference between discount econ fare and lowest refundable is about $125 each way - max about $450 so while I need to save as much as possible full fare is acceptable - cant really go more than $650 all in - Y at $1400 is simply not possible.

If your outbound is definitely going to happen it probably doesn't matter.
Buying two one-ways is good if you only need to change one leg as you can change the outbound withot triggering a re-price of the whole itinerary. But if the outbound is definite then you're only looking at maybe changing the return. At that point the change fee is what it is and you have to buy up to whatever fare the going rate is.
I wouldn't expect that day of travel there will be too many discount fares available, though I don't know that market specifically.
