This is incorrect. First, you usually first get the option to add yourself to the watlist at the time you check-in. So it is absolutely tied to check-in. Have you ever done OLCI when an upgrade hasn't cleared?? In the event you declined to add yourself to the waitlist at check-in, and then subsequently asked an agent to do it, you would still be prioritized based on (1) status, (2) fare class, (3) time of check-in.

Finally, the upgrade waitlist disappears 24 hours prior to flight departure, so you could certainly pay $3K or so for a full-Y ticket, get waitlisted, fail the upgrade, but people cancel their tix up front in that last 24 hours, and you'll end up flying in back while seats up front go out empty. That would steam you, and that's what this post is all about - people who waitlist and fail to clear the upgrade list, but BF seats fly out empty.
