BF waitlist CANCELED more than 24hrs out

This is incorrect. First, you usually first get the option to add yourself to the watlist at the time you check-in. So it is absolutely tied to check-in. Have you ever done OLCI when an upgrade hasn't cleared?? In the event you declined to add yourself to the waitlist at check-in, and then subsequently asked an agent to do it, you would still be prioritized based on (1) status, (2) fare class, (3) time of check-in.

Only if there are seats available. If CO sells out the front cabin the OP is stuck in the back.
