If changing within 14 days of departure, yes there is a fee, except for Plats.

Refer the paragraph at the bottom of this page.

There is always a fee for Silvers and Golds to change or redeposit an award ticket. There is no fee for the initial issuing of the ticket if it is outside 14 days to the outbound date.
