I Am Trying To Fly To Cambodia In Nov. Is It Possible To Use Mileds To Upgrade? Suggestions As To Which Routes Would Be Appreciated

Eva (BR) flies to Phnom Penh (PNH). You can get reward tickets, but I don't know about upgrades:

Otherwise there are a few ways to get to SIN or BKK and buy a ticket to Siem Reap (REP) or PNH.

You can see info on Cambodia's airports here, including the timetables which show that to fly to Cambodia you're likely to have to connect somewhere in Asia to one of the Asian airlines.
I was just there last week in Siem Reap and Angkor Wat. I fly NW from NYC to Bangkok, then took Bangkok Airways to Siem Reap. I used NW WorldPerks miles to upgrade to business class on most of my flights from a Y-fare, then bought a separate ticket for the BKK-Siem Reap flight.

Highly Recommend Bangkok Airways
I have taken Bangkok Airways a few times BKK to Siem Reap and can't say enough good things about them. Friendly/efficient staff, clean planes, always on time and terrific fares. NB planes load via stairs from the back so last row is best exiting at Siem Reap to be first in line for visa/immigration.
