Exit rows for security personnel?

Whenever I fly CO to SAN I always try and use mileage for an upgrade seat. Since my wife and I are only silvers, the chances of an eua upgrade are pretty slim. If there isn't any reward available, I just keep calling back until I get an agent that will assign me to the exit row in coach. Usually I'm told that they are only allowed to do it at the airport, but today I got a new one. I was told that "since 9/11, exit rows are reserved for security personnel". FWIW, the next agent I spoke with assigned me to the exit row. So I guess I'm with security now.
