i think i understand what you are saying.
for question 2, yes you can board and they will pull you up front, if applicable.

For question
1.) Its part of your PNR (customer reservation record). It identifies you as a Silver Elite member and asks that any agent or representative viewing the reservation extend all courtesy and help due to your status.
2.) Yes, as a silver elite you can board the aircraft when priority boarding is announced. If you are upgraded after boarding the aircraft your name will be called by the flight attendant (battlefield promotion) and you will be moved to first.

Re. #2, you have a slightly better chance of gettingt he upgrade if you are in the boarding area near the end of the boarding process (just make sure you don't miss the final call and lose your seat). The airlines "release seats" about 10 min. before departure, and this is when many standbys, upgrades, etc. clear. If you board during the Pre-board, like 20-25 min. before departure, there's less chance they will come onboard to find you vs. giving it to the next convenient person on the list.
By boarding toward the end, you run the risk of losing overhead bin space, as most bins will be full by the time everyone else is on. If you snag the upgrade, great! You have spance in the F bin. If you don't get the upgrade, however, then you have to scramble for whatever space is available in coach.... including a possible swim upstream to get your bag if you can only stow it in a row behind yours. If you only have under-seat luggage, you don't have this problem. The call is yours.
