Usually yes, you will get OnePass miles for booking through cheaptickets.com. And yes, that is a "B" fare class ticket.
If you are purchasing that fare class from cheaptickets.com, you will definitely get mileage credit. Have you checked CO directly? Usually they have the same fares and you can avoid the $5 booking fee charged my many online travel companies.
